ACCESS Scholarship Program

Empowering Futures | Honoring Heritage

Supporting HBCU Students Nationwide

At The HLM Foundation Inc., we believe that financial challenges should not prevent students from pursuing their educational goals.

Our ACCESS Scholarship Program is designed to provide financial assistance to students pursuing their first bachelor’s degree at accredited Historically Black Colleges and Universities (HBCUs) throughout the United States.

Through ACCESS, we seek to help students overcome financial barriers, remain focused on their academic success, and move closer to earning their degrees.

The ACCESS Scholarship Program is designed for:

  • Incoming First-Year Students: Students accepted for enrollment in a bachelor’s degree program at an accredited HBCU.

Applicants may reside anywhere in the United States. Maryland residency is not required.

02 Academic Requirements

Applicants must have a minimum cumulative grade point average (GPA) of 2.5 on a 4.0 scale, or its equivalent.

Incoming first-year students must provide their high school academic records. Currently enrolled undergraduate students must provide their college academic records.

03 Financial Need Consideration

Financial need is an important consideration in the scholarship selection process.

Applicants will have an opportunity to describe their financial circumstances and educational expenses.

Demonstrated financial need is not an absolute eligibility requirement. Applications will be evaluated according to the Foundation’s established selection criteria and available scholarship funding.

Applicants may be required to provide:

  • A completed scholarship application.
  • Proof of acceptance or enrollment at an eligible HBCU.

05 Scholarship Selection

Scholarship recipients will be selected through a documented review process based on published eligibility requirements, application materials, financial circumstances, and available funding.

Meeting the minimum eligibility requirements does not guarantee an award.

06 Scholarship Fund Disbursement

To maintain accountability and ensure funds support approved educational expenses, all ACCESS Scholarship awards will be disbursed directly to the recipient’s educational institution.

Scholarship funds will not be paid directly to students.
