Courtney H. Coulter is a senior systems engineering and experimentation leader with extensive experience in technical leadership, governance support, and mission-focused collaboration. As Division Chief of Experimentation within the U.S. Army DEVCOM C5ISR Center, she oversees multidisciplinary teams supporting operational experimentation and Army modernization initiatives.
A Career of Strategic Impact
Throughout her career, Mrs. Coulter has held leadership roles across multiple organizations and is recognized for her expertise in intelligence systems, data-centric operations, tactical mission command, and long-range precision fires. Her accomplishments include deploying multinational biometric response solutions, advancing experimentation initiatives, and supporting modernization priorities within the U.S. Army.
Service Beyond the Profession
In addition to her professional leadership, Mrs. Coulter remains deeply engaged in community service and civic organizations. She serves as President of the Harford County Alumnae Chapter of Delta Sigma Theta Sorority, Inc., and Recording Secretary for The Links, Incorporated, where she supports leadership, governance, and community-focused programming. Mrs. Coulter is a graduate of Bethune-Cookman University and holds advanced degrees in business administration and systems engineering.
